We have been made aware through IDS that there is an error after logging in to Blackboard and are working to locate staff to resolve this issue as quickly as we can.
We believe the issue has been resolved. The problem was focused around an internal database rights issue that Blackboard support was able to pinpoint for us and we were able, after some effort, to implement.
If you encounter further BB issues, please let us know.
I still cannot upload files onto blackboard. It states "Your attached file could not be uploaded. Please try again later and contact your system administrator if you get this error message again."
Related to these issues, my students tell me that they cannot access any files on Blackboard (not just the uploading issue) -- they show up as invalid files. Just fyi in case that is another side of the same coin.

Issue escalated with Blackboard support and they are guiding us through to a solution. No ETA as of yet but staff are on-site working with them.

We believe the "invalid files" error is now clear. If you still see it, please log out and log back in again and then check.
