More info: A small number of users attempting to create Teams live events may have also been impacted, though subsequent attempts would have been successful.
Final status: We've determined that a recently implemented throttling limit that was put in place to prevent bursts in unexpected meeting joins, inadvertently throttled expected traffic that occurred around 2:00 PM UTC. We've removed the throttling rule and confirmed that the service is healthy after monitoring the environment.
Scope of impact: Impact was specific to a subset of users from the North America region. The most significant impact occurred around 2:00 PM UTC.
