Details

Title: Admins are unable to migrate mailboxes to the Exchange Online service

User Impact: Admins may have been unable to migrate mailboxes to the Exchange Online service.

More info: Additionally, some tenant admins may have been unable to perform user on-boarding or off-boarding activities.

If a migration job failed due to this exception, admins would have needed to resume the job. However, migration activities could still become stagnant and were still expected to take an extended amount of time to complete. We've confirmed that there was no risk of data corruption for the mailboxes impacted by this incident.

Final status: We've confirmed that our changes have reduced the volume of stuck mailbox migrations to acceptable levels. We've implemented our changes to the rest of the affected infrastructure and confirmed with some of our impacted admins that the problem has been mitigated. We recommend resuming any mailbox migrations to ensure that they complete within a timely manner.

Scope of impact: Any admin may have been impacted by this issue if they were attempting to migrate mailboxes.

Root cause: The root cause is currently under investigation, though we've identified that a subset of requests are failing or stalling within the finalization period of migrations.

Next steps:

- We're reviewing changes within our last service update to determine if those changes may have resulted in this incident.

- We're analogizing our mitigation plan to isolate areas of improvement and reduce the duration of impact felt by users.
