Title: Can't make outbound Public Switched Telephone Network (PSTN) calls from conferences within Skype for Business

User Impact: Users may have experienced failures when making outbound PSTN calls from conferences within Skype for Business.

More info: This issue could have potentially affected any user hosted in North America that tried to use the "Call Me" feature to an international number.

Final status: We've confirmed that routing user request traffic to alternative infrastructure has successfully mitigated the issue.

Scope of impact: Impact was specific to any user hosted in North America.

End time: Monday, June 1, 2020, at 7:00 AM UTC

Root cause: The issue was caused by an unexpected increase in user request traffic causing a subset of infrastructure, responsible for processing outbound PSTN calls from conferences, to perform below acceptable thresholds.

- We're analyzing performance data and trends on the affected systems to help prevent this problem from happening again.
